Rules and Regulations: Basic Information
BASIC INFORMATION: IMPORTANT
1. Reminders
Rules and regulations will be posted in every division building. Additional Rules will also be posted, as well as duties, befitting the Division.
2. Reports
Ah, the paperwork. 'Ever wondered what those shinigami could be filling out? It may look like work, but, as I've said before, it's 'happy' stress and lots of creative writing. Maybe your 3rd seat is a heck of a writer. Call me lame, but I imagine my friends asking me on msn, "What are you doing?" and me answering "Oh, just some reports. I have a new job, you know." while filling out an Accident Report for Soul Society with a smirk on my face. Double lives rock!
There are Weekly, Monthly, or Annual Reports. These are handed in to the Reports Room of each Division (or not, and directly to the next stage). Then these Reports must be delivered to the Reports Room of the 1st Division building in an organized, Microsoft Word or .pdf files, on the Sunday of every week, the 13th of every month, or January 13th of every year.
Random reports can be made by anyone to anyone, at any division or rank.

Reports are filled out by the officers in charge. The officers in charge may be a ranked officer or anyone that the captain may decide to leave it to. The Captain or lieutenant, as specified, must read over the final copies and 'stamp it' to approve of its information and quality. An example of the report can be found in each Division building.
Deadlines (Sundays, the 13th, etc.) MUST BE MET. Should the deadlines be late, I may look poorly on your salary or even your budget. Plus, you will the one that all the officers hate because their stat points are not updated in time. The thought of mutany enough should be enough for the Captains to do the paperwork themselves, or really force a lower-rank to do it.
You may think that these reports are nothing; that they are more work. But for the most part they are just keeping track of our transactions and creative writing. Think about it: Who do you think runs Gotei 13? Do you think that Soi Fong wakes up one day to realize that everything is running fine themselves, and that all she needs to do is look serious and fight?
Nope. Gotei 13 is a fully self-sufficient system of 13 Divisional Court Guards, and we're going to run ourselves. Hey, that's pretty realistic!

3. Signing in
Everyday, you must sign in to your division building's Sign-In room or via a Communications Device. When I say 'everyday', I mean anywhere from 24 hours to 26 hours from your last sign-in. Otherwise, you are late. When you forget to sign in within 48 hours of your last sign-in, then you are absent. Your captain or I will not be very pleased when this shows up repeatedly in your records.
Signing in is simple. Go to the Sign-In room or open your Communications Device and state your name (rank, and division), as well as the time that you've signed in. You may choose to state them in point forms, or say a polite greeting to the person who is writing your sign-in down. Maybe that person is a lieutenant, or just a higher-seat (time to earn some points!)
4. The Money
Gotei 13 runs on a budget. Yeah, not surprising. The point is that you get paid every month, on the 28th. Your lieutenant pays you at the Captains' Office.
The currency is yen. Though I should find out the right value of yen per American dollar or something, I am much too lazy. Therefore, 100 yen will be the equivalent of 1 American dollar, just to give you a sense of how much it could possibly be worth. If you would like to argue with me on this, you know the drill: give it to the Captain for the next Captains' Meting.
The wages are as follows. Don't worry, it's the money you get, with all the taxes and Union stuff already paid:
Too bad you've got food to eat and a house to pay for. For Renji, his sunglasses are just too expensive.
Pretty cheap, huh? But it's either this or the poor, miserable lives in Rukongai. If you want a raise, you know the drill: Captains' Meeting. Or you can form an Organization with the supervision of a Captain. More about that later.
How would you spend money, you ask? It's very simple. You simply go to a shop or restaurant and buy whatever. Don't think too hard of it. Just say what items you are buying and write down the money that you've paid. The storekeepers will manage the balance. Before your lieutenant pays you, I will make sure to give him/her a report of your spendings. In the end, what your lieutenant gives you is the remaining balance from your previous paycheck plus (or subtracted from, in the case that you spend the money you don't have) the new paycheck.
You start out with 100,000 yen.
5. Items
You can buy items or food. These items and foods can be found in stores, restaurants, and even landlords (rents are considered 'items'). You will need two things to survive:

You need to fill up 100 nutrient points every day. After you sign in, simply walk over to a restaurant or whatever and order by stating the name of the food and the money you've paid. Maybe you're eating with someone. I don't know. But the point is that you can fill up that 100 points at once, by ordering something. It doesn't matter whether or not you eat three different meals or just mindlessly buy food for one gigantic meal to fill up these points.
Once you fill up 100 points, you can buy all the food you want, and nothing will be affected. If you don't fill up 100 points, then you are 'starving'. Everytime you starve, you will lose 1000 stat points. And that's pretty horrible, let me assure you.
Who's keeping track of the nutrient points, you say? I (the storekeepers) am. You just have to mentally keep an estimated track of things you have bought, just to make sure that you haven't starved.
You will need to pay for shelter once a month. There is no complicated mortgage. You just pay rent (sorry, there's no land to own in Sereitei left!) like an item each month. The shopkeepers keep track of these things, so I will know whether or not you're living on the streets...
Just to ensure that you're not spending money on helpful items and 'sleeping on the streets', if you sleep on the streets twice, you're dead and you will have to start your character over.
There are special items (like Renji's sunglasses) that will give you helpful points. Maybe you want to bribe a superior officer. You can do that, you know. The chances of you getting rejected or caught is equivalent to you trying to bribe your teacher or boss. But then again, the superior officer is a CHARACTER, so we'll see how that goes.
6. Vacations
If you ever have to leave the forum for a long time, simply say that you need a vacation to a superior officer of your division. State the length of the vacation to him/her, as well as the location (choose a location in Soul Society or the Real World). Make sure that you are on 'vacation status' on the sign-in report.
In vacation mode, if your character is nowhere (i.e. you said that you 'LEFT' from a place and forgot to go somewhere to leave him/her there), then he will simply stay alive, doing nothing. However, if you put your character at a location where you earn automatic points (refer to Locations), he/she will earn points. Just state that you are on a vacation and of what length it will be at that designated location.
7. Divisions/Ranks
Refer to the Divisions/Ranks forums for detailed list of duties, power charts, and more. AVAILABLE RANKS AND DIVISIONS ARE POSTED IN THE FORUMS AS WELL.
8. Promotion/Demotion
Captains, lieutenants, and seated officers all have their duty and responsibility. Should they do well, they will be rewarded with a promotion. Should they fail, they will be demoted. With all the power invested in the 1st Division, I will make Executive decisions despite your arguments because this is reality, not a you're-my-friend-so-I'll-let-you-off. Actually, I might let you off. I don't know. Have you made connections with enough captains to stop me?
Let's be serious. Unless you joined this forum with your friend, I doubt you know anyone here in real life or online. I don't, either. This is a new world that we craft. We can befriend each other, betray each other, and perhaps even try to accomplish what Aizen is trying to do. Have you earned enough trust from me to become a moderator? Have you tried to bribe others? Well, that's for you to role-play into. This is 'reality'!
9. Punishment
If you do something wrong, you will be punished by being thrown in jail, and even executed. The higher officers will not be afraid to yell at you. And the lower-ranks will take their yelling, nod, and bow. I know getting yelled by bosses sucks, but this is the hierarchy; this is a reality. If you don't like it, then you better train, work hard, bite your lip, and see yourself get promoted high enough to yell back at them.
On the event of the execution, one of the two will happen. Either your character attemtped something vile (such as killing another) or you did something vile. If it is your character, it's all in fun and games(?) that you attempted something evil. So after your execution, you will be invited to create a new character. On the other hand, if it is you, as a role-player, who did something wrong, then you will be banned from the forum. I guess you can bounce back with a new username, but by then I suppose you could have decided to play nice, or otherwise face the wrath of soukyoku hill. Again.
10. Uniform Code
Check out the Ranks forums to see more on the Uniform Code for each rank. You should have certain things on your signatures.
Underneath titles/ranks that you can find in the Ranks forums, you can have little drawings of yourself and such. That's perfectly acceptable, and will help others imagine what you look like. Keep them small, though. No one wants to scroll down a whole page filled with nothing but signature banners and pictures.
Avatars are another issue. While you can put whatever you want, I suggest that you put your characters' faces and such on it, just to make identification a little easier.
Although I am trying to enforce a lot of 'reality' into this RPG, zanpakutos must also be listed in your signatures, right under your ranks and divisions. Why, you ask? I have no way to justify that. But I suggest that you do, just to make it easier on yourself during missions, and for 3rd Division guys to check if you are doing it right. When you get to the Training/Fighting and the Skills List, everything will be clear. But I won't be too unrealistic. Don't list the names of your zanpakutos; just list their types (check Your Character to see what types you have chosen). Trust me, you will see why as you read through Rules and Regulations.
You are welcome to put your stat points in your signatures, just for your own reference. You can check for updated stat points at the Zero Division Royal Guards forum.
