Ah, the numbered Seats. The rivalry, the competition, and the hard work of trying to get promoted. You may be starting out new, but just you wait - one day, you're going to be Captain. Starting at 20th Seat, it's just smooth sailing (despite the work), right up to 3rd Seat.
You may think that you're insignificant, but you've got the time to plot your course, and to carefully re-evaluate the best Division for you. You don't seriously think Aizen started his Master Plan on one random day as a Captain, do you? Build your skills, make connections, and set some goals. You may only be a couple missions away from a Seat-skipping promotion. Depending on your actions, you could fall asleep a 14th Seat and wake up a 9th. This is the time for growth, for plans, and for a pretty realistic game of Risk.
1. Skills
The skills available for the Seated Officers can be found on the Skills List thread in the Rules and Regulations.
You're not quite ready to get that Bankai going, but the power of you and your comrades may be more than enough to take a Menos down, point blank. Bring on the assassination squad; teamwork has you covered.
Actually, the assassination squad may include some of your friends. Watch out for that.
2. Vacations
I have no idea why this topic is so crucial, but it's here. Normal, hard-working lads and lasses like yourselves can earn up to 4 vacations a year. But the less vacations you take, the more the work. Gotei 13 likes hardworkers.
But that's not to say, of course, that you can't get a very useful vacation going. If romantic escapes and plotting notorious Master Plans are your goals, they may be well worth taking.
3. Duties
A. Work/Battle
Isn't it obvious? You guys are the officers and soldiers of Gotei 13; you guys worked your butt off just to get into Gotei 13, and then again, just to get a Seat. Now you must fight for your Division, party hard with your friends, spark some romance (a Captain might have some hots for you - does that give any ideas, plotters?), and celebrate. But mostly fight, of course. Some of you may be weighed down with a lot of Reports, if you happen to excel at writing. As troublesome as that may be, your higher-ups will appreciate it very much.
B. Division Jobs
I didn't mention this to the Captains and Lieutenants since their jobs are pretty general, but you guys are in the most interesting ranks. You guys get to do lots of Division jobs! While Captains are wasting away at a desk and Lieutenants fighting away, you will be working the Communication lines, assassinating Central 46 figures, teaching at the Demon Arts Institute, and so much more! Only then will you realize that each Division of Gotei 13 is important in its own way, and find the Division that you can call home.

3. Senior Officers/Junior Officers
There is a considerable amount of this, anywhere in Asia. There's often disctinction between senior workers and junior workers, or even senior and junior workers. I mean, watch those Asian school dramas, and pretty quickly you'll hear one or more 'Senpai', 'Sunbae', etc.
Notice that 3-5th Seats are more detailed, while the rest are grouped together. It's just that they are more in the 'Senior' category, more powerful, and probably trusted by their Captains more. I mean, just look at those numbers! 3rd-5th strongest in a Division? That's pretty good. We could argue about why, at least, the rest of the single-digit Seats are not detailed. But I had to draw the line at some point.
As you may have read in the GETTING STARTED forum, you don't need to refer to an officer as 'Senpai' or anything like that. Anything like 'sir', 'miss', 'ma'am', etc. will do. But that's your choice, right?
Oh, and note that there can be more than one person for each Seat.
4. Conclusion
It's true: You will be taking orders, getting yelled at by your superiors, and running errands. But at the same time, you will be honing your skills, and soaring up, up, up! Before you know it, you'll be a Captain, staring down at all those who looked down on you.
There's only one thing to do. Get ready, get set, and go, go, go!
