副隊長: Lieutenants
Welcome, Lieutenants, one and all! Second strongest anywhere in Soul Society, you are a crucial part of a Division; possibly the most important part. While Captains may lead, blah blah blah, the truth is that they can't do it alone. It's just too much work for one person. Who do you see doing more work: the leaders, or their secretaries?
Let's face it. Captains can come and go, but a lieutenant is necessary. Just watch what's happening to Juushiro without a lieutenant. And look how wonderful Shuuhei is doing without his captain. All you need is some guidance, and there you go, you're the engine of this Division.
I admit that they may give you the larger half of their responsibilities often, but think about this. These are only benefitting you. By doing more Reports, by organizing the men more often, and sharing their work, you're learning to become a Captain yourself. You're closer and closer to reaching your Bankai, and closer and closer to mastering your work. One of these days, a promotion will be all you need to become one of the most powerful men in Soul Society.

The skills available for the Lieutenants can be found on the Skills List thread in the Rules and Regulations.
You guys are done living the plain ol' days of numbered Seats. You've come far since your 20th Seat days, and it's time to rake the rewards. Once you fill up all your stat points, you will be given the power to acheive Bankai and attack with Bankai. Then you can choose to take the Captains Proficiency Test IF a Captain's spot is empy, if not sooner by some sort of special event. If you have built enough relationship with me and the Captains, and framed a Captain good enough, I might be able to give you the position of Captain even with no available spots.
Refer to the Promotion/Demotion below.
2. Vacations
Awesome vacations await you. While a standard shinigami receives 4, you guys get 5. Also, since the heavy paperwork actually are the responsibilities of your Captain, you may actually have the time to take the 5 vacations. Woot!
3. Duties
You might want to refer to the Captains forum to check on the duties that will likely be dumped on you. Here are a lieutenant's official duties.
A. Reports
Check over all reports. Your Captain is a busy man, and he may only have little time to correct them. It's your duty to collect the reports from the lower-rank officers and compile them neatly in the Reports Room, or deliver them right to the Captains' Office for approval.
B. Managing the Division
Your Captain is a fearsome man/woman. A shinigami won't just step up to a captain. Whatever he needs to say, he will say to you. You will manage all complaints, questions, and more or less manage the Division. Smoothing the rough surfaces of the Division and keeping them in line, if you will. Although some shinigami will be allowed to talk to the Captain with your permissions, it's you who pedals the bike half of the time. Your Captain is obligated to steer.
Your Captain trusts you the most. He/she should, anyway, or your Division might be in trouble.
C. Promotions/Demotions
You, like your Captain, have the power to promote or demote officers of ranks lower than yours within your own Division. Just make sure to go over it with your Captain later, or otherwise you may end up demoted yourself.
As for your own demotions, your Captain can demote you. Enough said.
As for your own promotions, there are four choices, courtesy of Wikipedia, Bleach, and myself:
1. Take the 隊首: Captain Proficiency Test, which requires the ability to perform Bankai. Presumably, most shinigami become captains using this method. At least three existing captains, including the Commander-General, have to witness the test.
2. Have personal recommendations from at least six captains and approval from at least three of the remaining seven.
3. To defeat a captain one-on-one with at least200 20 witnesses from the captain's division. Kenpachi Zaraki is the only known current captain to have achieved his rank using this method.
4. Remain a Lieutenant. You still gain the maximum stat point level for a Captain, so you simply become a captain-level lieutenant. You can choose to put 'Captain-level' in your signature to make '副隊長: 5th Division Lieutenant, Captain-level', for example.
If you choose the third option of getting promoted, then you and a Captain will have to battle it out using an online game. I don't care which one it is, as long as you both agree to. The winner either becomes or remains a Captain. If you guys can't decide on an online game, I always cheer you on in a good FanFiction Battle. This is the ONLY case in this RPG in which FanFiction-syle of writing is allowed (except for Rukongai). You guys will take turns writing what happens in your battle, and I will be the judge at the end. The winner becomes or remains the Captain. The loser becomes or remains a Lieutenant.
I'm sure many of you are wondering how a Captain Proficiency Test will work. It's not just Bankai, you know.
隊首: Captain Proficiency Test
1. It may seem like work, but I would like you to write me a 300-word reason on why you would make a great Captain. NOW DON'T PANIC. I'm not your boss, and neither am I your school teacher/professor. I don't care if you write it in point forms or misspell 299 words. I don't care what format you use or if you want to write the whole thing in 'gangsta' slang. It's just a little creative writing. Remember that you are your CHARACTER: For all I know, you could have won 200 honor rolls in the Demon Arts Institute. Go crazy.
2. Answer a Bleach question. Don't worry, because it will be easy. It's going to be something like 'Give 4 reasons why Gin and Matsumoto would make a good couple'. Then you can cheat with internet to give facts or just spew on your thoughts.
3. Answer an INFOMATIONS question. The Captain should have general knowledge, at least, about the rules and regulations, as well as up-to-date information. Feel free to cheat in the glorious World Wide Web.
4. Check with me to make sure that you have all your stat points filled.
BONUS: This is optional, but do something awesome. You could write a short fanfiction or doodle a fanart. You could do a hilarious fandub of some Korean drama or record yourself playing a musical instrument, I don't care. In fact, you could even take a picture of your mom. Depending on the creativity, entertainment, or plain randomness of your awesome work, the test may end in your favor.
D. Responsibilities
When your Captain is absent or on a Vacation, you assume the title of temporary Captain. At these times, you must perform all the duties of a Captain (refer to the Captains forum).
On other times, your Captain will most likely leave a group of men for you to lead on a mission. You are strong, lieutenant. Don't forget that you're one of the most powerful men in Soul Society, second best or no. So you will lead and care for your men. Men, who are probably closer to you than your Captain, since you are more approachable. So earn the respect you deserve, and take the responsibility.
4. Uniform Code
In your signature, before you put anything else, you must state '副隊長: Division Lieutenant'. Just make sure to put your Division number in there so that it's '副隊長: 9th Division Lieutenant', for example.
